It Has Power. It Will Not Turn.

What that means.
That LED sits on the power rail and tells you about the power rail, nothing else. Current getting into the case says nothing about whether the disc is moving. With no spin-up to hear, three suspects are left under the lid: a head stack down on the recorded surfaces and gripping them; a seized spindle bearing; or a board that never gives the motor its start instruction. Put the drive on a bench supply with a meter in the line and the three separate inside a few minutes, because each one pulls current in a shape of its own. His plan had been to buy a different cable. It would have made no difference at all.

What we did.
Readings first, opinions later
Taken off USB and onto a metered supply on the bench, the drive showed what a laptop simply cannot: a clean inrush as the motor made its first attempt, then a hard stop against something that would not shift, then the same shape twice over. A failed board sits flat and low the whole way through. This trace matched neither description, and that one reading placed the fault inside the case.
Get the heads up off the surfaces
Under clean air the mechanism agreed with the meter. It had gone over halfway through a write, so the heads were never sent back to their ramp. They had landed on the platters instead and were gripping the spindle at the exact point it stopped. Each one was lifted separately, and the piece of platter it had been resting on went under the stereo microscope, because a head that sits still long enough can leave a mark straight through the data.
Start it once, and take everything
Freed, the motor turned on the first try and the drive gave its correct model string. The image was then taken straight through in one sitting, with nothing opened en route and no stopping to have a look, because a mechanism that has already stopped dead once does not get the benefit of the doubt twice.
How it closed.
The surfaces carried no marks at all, which is how this fault tends to end when nobody keeps trying — and everything came back: every reel he had transferred, every slide he had scanned, checked onto fresh media. The S3 went in the bin. Three copies of the films exist now, and his sister looks after one of them.
